The North Brevard Charities Sharing Center is hosting a meeting for the development of a collaborative process to address homelessness in North Brevard County from intake to permanent housing. We are requesting your attendance as an important player in this process. The focus of this meeting is to develop the process and work plan for the Titusville Pilot Project to prevent and eliminate homelessness. Using the national goals, we are on track to be at functional zero for veteran homelessness by the end of this year. We would like to end chronic homelessness by the end of 2017 and family homelessness by 2020. If we cannot end chronic and family homelessness, we can at least make it rare, brief, and non-recurring in North Brevard.
I realize that a Friday late afternoon is not the best time to schedule a meeting, but we did not feel that we can wait much longer for solutions. We continue to get calls/emails from individuals and agencies for assistance for these families. We also scheduled for late in the afternoon so that some participants can join us after their work day has ended.

Brevard Homeless Coalition
The 2016 Point in Time Count (Homeless Census) is only a few months away. The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January. HUD requires that Continuums of Care conduct an annual count of homeless persons on a single night. Continuums of Care also must conduct a count of unsheltered homeless persons every other year. Each count is planned, coordinated, and carried out locally.
2016 Command Centers:
- DAV Chapter 109 in Titusville
- Central Brevard Sharing Center in Cocoa
- South Brevard Sharing Center in Melbourne
- Volunteers of America in Palm Bay
The 2016 PITC in Brevard County will be held on Monday, January 25th with 4 hour shifts beginning at daybreak. We will have command centers set up in Titusville, Cocoa, Melbourne, and Palm Bay. Each command center will manage five routes and numerous stationary locations. Each shift will require at least two volunteers (preferably with one who has past experience.) Every volunteer must provide their cell phone number for quick access. Volunteers will also be required to attend one of the PITC trainings that will occur during the week on January 12 16, 2016 (even if you have done this before.) Information provided by HUD regarding the survey forms change every year and the importance of specific items completed will determine whether or not a survey is accepted. Much of our funding for the prevention and elimination of homelessness is determined by having an accurate count completed.

The court system can have an enormous impact on the lives of homeless individuals. Homelessness, incarceration and mental health issues are inextricably linked: one increases risk for the other. How can the courts, corrections, law enforcement and the community work together to break the cycle of incarceration for homeless individuals? Join the conversation as local and national experts present a briefing on our progress in this area and continue the dialogue on how we take the next steps forward in breaking the cycle and "rethinking" homelessness and the court system.

Salvation Army is working toward opening a family shelter by the end of the year. Salvation Army and 40 Days of Generosity will be the funding strategy.
North Brevard Charities is looking at a new shelter of individuals across from the Salvation Army
Tara Pagliarini is leading the Emergency Shelter Network toward organizing all shelters county-wide. Want to put into place a plan for "rapid rehousing" of homeless individuals and families.

...Florida has the third highest percentage of homeless individuals who are living "unsheltered," i.e. on the streets or in the woods. In fact on any given day more than 21,000 people who are homeless in Florida are sleeping in places not meant for human habitation."
Workshop moderated by Susan Pourciau, Director of Homeless Training and Technical Assistance for the Florida Housing Coalition. In this role, she coordinates and provides technical assistance to homeless Continuums of Care, nonprofit agencies, and local governments that are work to end homelessness throughout the state.

We have two potential shelters in the works:
1. A new family shelter to be built by Salvation Army. The facility will be a rehab of an existing office building that will house up to 4 families at a time. The goal will be to have it open by the end of the year. At our last discussion with Salvation Army they were waiting on the cost breakdown from the contractor. Our funding strategy will be a partnership with Salvation Army and the 40 Days of Generosity campaign happening this fall.
2. North Brevard Charities is looking at the potential of opening a new shelter for individuals at a new property across from Salvation Army. The project is called Carter's Angels Corner and will involve a 100 yr. old historic home.
Tara Pagliarini (Family Promise of Brevard) is also leading the Emergency Shelter Network which is attempting to organize all of the shelters county-wide.
